Webster deputies arrest man for rape, indecent behavior of minor
Oct 8, 2009 --

DONALD M BOSWELL

Late Tuesday night Webster Parish Sheriff’s investigators executed a search warrant and arrest on Donald Marcus Boswell, 36, of Slack Street in Minden following an investigation into an alleged case of sexually inappropriate behavior with a young girl.

Investigators learned in an interview with the 11-year-old victim that for at least one year, Boswell had initiated with her a number of sexually-based encounters.  During the investigation, Sheriff’s investigators Lt. Dustin Reynolds and Sgt. Scott Tucker obtained additional evidence that secured the warrant for the search of Boswell’s home.

While the search was underway, Boswell arrived at his residence where he was taken into custody by Sheriff’s deputies.  Boswell was transported to the Sheriff’s Criminal Investigation Division offices for questioning, where he confessed to having a sexual relationship with the girl on multiple occasions.

Boswell was booked into the Bayou Dorcheat Correctional Center on charges of aggravated rape and indecent behavior with a juvenile, with bond amounts of $500,000 and $150,000.

"Just when I think we have seen the worst we run across someone like this.  The only remorse he showed was for getting caught," said Detective Sgt. Scott Tucker, the lead investigator and arresting officer on the case.  "You would think that with the number of arrests we have made these predators would stop."

Speaking to the absurdity of adults viewing children in a sexual manner, and reaffirming their commitment to stopping, preventing and penalizing those who do, Tucker added, “We will persistently continue this fight to protect our kids.”

Webster Parish Sheriff’s investigators have solved a number of cases this year involving sexual predators and sexually-oriented inappropriate behavior of adults towards adolescents.  Unlike many rural law enforcement agencies, Webster Parish benefits from having two officers within its Criminal Investigation Division who are specifically and highly trained to proactively address crimes against children.

“It’s not that Webster Parish necessarily has more predators than any other area,” explained Detective Lt. Dustin Reynolds, one of two investigators in Webster Parish who are assigned to both the NWLA Internet Crimes Against Children and the FBI Cyber Crime task forces. “We simply catch many child predators because we dedicate the time; and we’ve been offered the tools and training necessary to know what to look for and how to forensically detect and examine evidence of such cases.”

Investigators believe that with the advancement of technology more cases of this nature will originate, as tools such as the Internet and cellular phones significantly increase the ease, access and availability an individual might have to initiate such an incident.  It is for that reason that the Webster Parish Sheriff’s Department strongly advises parents to establish and maintain a thorough awareness of the activities their children are involved in, the websites they visit, and the people they communicate with.

“Know who they’re talking to.  We can’t say that enough,” said Sheriff Gary S. Sexton.  “Whether through email, online chats, cell phones, texting or in person—know who your kids are talking to.  If exposed to the wrong solicitations by the wrong people, even the most solid of kids can be led astray.”

The Sheriff’s office is available to community groups, service clubs and schools for training and discussion about how to better ensure safety for children and youth while utilizing the Internet and other technologies that may leave them vulnerable.  These trainings can be scheduled by calling Detective Sgt. Scott Tucker at 318-377-1515.

While many similar cases have begun with online activities or text messaging, other cases like this one prove that sexual predators do not only exist on the Internet.  Boswell is example that even people close to home may seek opportunities to do harm without regard of consequence to their victims.

“These adults, who use their experience and development to influence, persuade and manipulate the young and innocent minds of our kids for sexual or otherwise unsuitable purposes don’t belong in our communities with us,” said Sexton.  “I will continue to ensure that our investigators are provided the time, training and tools they need to continue putting repulsive predators like Boswell behind bars.”
